If eBay tracking shows the package was delivered AND the Buyer has video record that the package was stolen off their property they can contact their local Police and file a stolen property report. After that they can pursue an insurance claim with their Home Owners or Renters insurance policy.
With confirmed delivery via tracking you as the Seller have fulfilled your responsibility.

Mentor8 months agoIf the item shows delivered to the address provided to the seller on the payment/purchase confirmation, then the buyer is responsible for theft after delivery. The buyer should provide a safe place for delivery.
If it is a high priced item, $750 or more, a signature would be required and if not, the seller will be responsible.
Help a buyer with an item they didn’t receive | eBay
If a buyer doesn’t receive their item, they’re entitled to a refund unless you can provide tracking information showing that it was delivered.
