Please help....restricted?

Ive been a member for 20+ years. I lost my tablet and could not complete 2 sales. You Ebay isnâ€™t allowing me to make an offer or buy too? Iâ€™ve already contacted one lady apologized and am buying from her. She was fine. The other seller, I canâ€™t find. Does EBay have a phone number? can they lift my restriction? It was a mistake. I couldnâ€™t get into my account. Both cancelled sales happened at same time. Please help.

i tried to send offer. It said Iâ€™m not allowed to because I had 2 cancelled sales in a year.

Does this mean I canâ€™t straight buy too? I was doing an offer.
