Mentor9 months agoIt is not possible to file a Refund Request/Item Not Received after you have filed & closed a Return Request.
You can contact the funding source you used to pay for the item to do a chargeback.

Mentor9 months ago@susher_6496 I am so sorry that you had a bad seller.
My advice is to contact customer service to see if they can help with your refund case. You usually can't change refund request types so I am not sure how eBay will handle this.
Here's how to contact eBay general customer service:
eBay agents are working from home so you have to request a call back or live chat.
1. CLICK THIS LINK:

2. Request a call back
Monday to Sunday 5:00 am to 09:30 pm PST
3. Or you can also contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.

If eBay does not help then you will need to go to you PayPal, bank, or credit card and do a fraud charge back. Do NOT do this until you talk to eBay because once you go to your funding source eBay can no longer assist you.

If you are able to click the Item Not Received link, do that.
Then in 4 days, (if the item doesn't arrive) you'll be able to Ask eBay to Step In, and they will close the case in your favor (refund you).
