The buyer can not report you to the police. You are in India and the buyer is in Germany.
At first, the buyer says he did not collect the item because he did not want to pay the customs duty of 82€. Then the buyer requests a refund of 257€. Was that the selling price?
The buyer doesn't want the item and wants his money back because the ad said free shipping. But the ad also says the buyer is responsible for customs duties, which is a separate cost from shipping.
Your ad says that you accept returns, either free returns or buyer pays return shipping. (I don't know which applies to your listing.)
I should also point out that when I view your listings on the US or CA site using a German location, the listings state "International shipment of items may be subject to customs processing and additional charges. Located in: Jaipur, India"
But when I look at your items listed on the DE site, using a German delivery location, there is no such statement. That could mean the buyer did not see eBay's standard message about customs processing.

If the buyer refuses to pay duties on the package, then, in your shipping instructions, you gave UPS the option of returning the item or abandoning it. If UPS returns the package, you will likely have to pay return shipping. Check with UPS to determine what may happen. That may help you decide how to address the problem.
You should have tracking that shows the item is waiting for the customer to pay duties and collect the item. If the buyer opens a case with eBay, state that "the buyer did not want to pay import duty and did not collect the item from customs", along with any other details.
