In general, eBay does not get involved in transactions between a Buyer and Seller based on messages between them. If you received something that is not as described in the listing, you would have up to 30 days from delivery to request a refund by opening a request through your Purchase History. If this Seller agreed to pay for repairs in an eBay message, that is not enforceable by eBay. And eBay cannot force the Seller to respond to your messages.
If it has been 30 days or less since delivery, your best bet to seek a refund is to open a formal, refund request on eBay. Don't let the Seller string you along past the 30 day deadline.
