Placing anote to limit seller responsibility for non-delivered "no tracking, no Insurance" shipments

Is it allowed to put a note re items for which the buyer chooses the "no tracking / no insurance" shipping option such as the following?

Although "x postal system" shipping within "y country" is extremely reliable, the free shipping (in bubble envelope at letter-mail rate) within 'y country" is neither tracked, nor covered by insurance.

If yes, would that limit the seller need for refunds for fraudulent 'did not receive' claims?

Nope. You are responsible for getting the item to the buyer in listed condition. If you can't prove delivery, you will refund any buyer who opens a case. You will also be dinged on your seller metrics for EVERY package that you ship without tracking.
