Placed an order, it never delivered.

Question

Seller asked me to wait 4-6 weeks for China delivery. I immediately asked for refund. They said wait. I waited. NEVER DELIVERED. Contacted seller they 'shipped' out another order, please wait the 4-6 weeks again. Every week it didn't come I asked seller for a REFUND. Then, I asked customer service for relief, refund my order. They denied my multiple attempts saying the order "timed out". now customer service has stood by the scammer.

What do I do now?

If you do not received your item by the last estimated delivery date eBay gave when you paid, you can open an item not received case to get a refund. You have 30 days from that date to open the case.

It sounds like it has been longer than that, you will have to do a charge back with your funding source. PayPal and most credit cards allow you 180 days. If it has been over that and you used a credit card you can contact them to see if they have longer protection.
