Placed an order for someone else and forgot to change the credit card information
And ordered it on my card it will put me in overdraft can I cancel the order and reorder on my friends card and not make anyone mad or cause a penalty charge or something like that

You will need to contact the seller and ask them to cancel the transaction.
That way you can repurchase the item using the correct credit card.
But be aware that the seller is not obligated to cancel the transaction upon request.
