If the Buyer does not pick the item up but purchased through eBay they are still protected by the eBay Money Back Guarantee but only for issues with the item. However, they need to use the QR code or 6 digit code they were issued at the time of purchase to give to the Seller to confirm to eBay that the transaction was completed.
The Buyer can message the Seller and request a cancellation and the Seller can cancel using the reason Buyer requested, this avoids a strike on the Selling account. However, the Seller can decline the cancellation request although smart ones will honor it to avoid issues down the road.
You are also able to share contact information in eBay messaging on a Local pick-up sale. That's phone number, email address, etc., I do this to help facilitate setting up the day, time and location of the pick-up exchange.
