Phone number to talk to human agent

Question

How do I talk to an agent at E-Bay? I can't get through the chat-bots. I sent a buyer an item through international shipping center and I'm told it didn't pass inspection and would not be sent to buyer or returned to me.

eBay does not have a phone number you can call directly, but there are several ways to contact them.
