Phone number to speak with a human agent
Is there a phone number where I can speak with a human agent? I tried using their 866-540-3229 phone number, but the automated system said that it cannot transfer me to a human agent. I also tried using the chat, and it repeatedly said "Something went wrong" when I tried to contact an agent.
Problem: I recently purchased an item from a seller, and I never received the item. The first tracking number they provided was for a shipment that was not addressed to me. I have confirmed this by contacting FedEx, who confirmed that the address for the shipment does not match my address. The seller then provided a different tracking number, which they insist is correct. However, when I contacted FedEx, they confirmed that the address for this tracking number also does not match my address.
I opened a case with eBay, but it was immediately closed, simply stating that the seller had provided a tracking number. It seems that either 1) the case was reviewed by an automated AI agent; or 2) whoever reviewed the case did not read my message or any of the messages in the case history. I submitted an appeal, but I have concerns that the case will be treated the same way again.
It is clear that this seller, 77macm3k3m9e, is a scammer, and at the very least, this seller should lose selling privileges on eBay. It is highly disappointing that eBay is not taking these cases seriously and allowing scammers to continue to operate on the platform.

There is not a direct phone number to call eBay.
It sounds like you did the first couple of steps.
b) If your name and address weren't on that label, ask the Post Office/shipper if they will put this in writing; it's helpful, but not required. Also, ask for the weight of the package using that tracking number. Follow the rest of the steps starting with 2 below:
FOR UPS:
You can usually find the weight and other details for UPS here:
https://www.ups.com/track?loc=en_US&requester=ST/
then click " Proof of Delivery"
The proof of delivery may have more details about the delivery site, and the weight. Screenshot that.
FOR FEDEX:
You can usually find the weight and other details for FedEx here:
https://www.fedex.com/en-us/tracking.html
Then click 'View More Details' to see the package weight. Screenshot that.
2) Then, report the seller using this process
https://www.ebay.com/help/action?topicid=4022
Important, select "Suspicious seller activity"
then "Other"
Explain that the seller is using fake tracking numbers
Include these phrases
Seller uploaded tracking not associated with my transaction
Tracking details were not accurate
Seller used a false tracking number
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
3) Finally, contact Customer Service and inform them that the seller uploaded a "false tracking number" on your purchase. Share any documentation you gathered. Request a refund.
Use the Customer Service that is on Instagram this way:
Send a private direct message to the page. Explain you have a fake or false tracking number situation.
If the above steps do not result in a refund then you will have to pursue a chargeback with your funding source ( bank, credit card, etc) . Once you ask your funding source to step in eBay can no longer assist you so save this option for last.
