Actually there isn't one. Use the Help & Contact link on the eBay page, select a reason, keep pursuing that reason until you arrive at either the Chat feature or the "Have us call you" appears on the right hand side of the page. That choice will only appear if phone service is available ... which for me it hasn't been the last half dozen times I checked.
You can also post your question - issue here. We support eBay as volunteers and if your situation needs to be addressed by eBay directly we'll tell you that.
