Are you asking what to do about the label you purchased? If so, you have 5 days to void a USPS label. It takes about 14-21 days for the refund to come through. Learn how to void a label here:
When you say the buyer changed his mind, are you saying he asked to cancel the transaction? If so, and the cancellation request came through from eBay as such, respond to it by accepting the cancellation (alternatively, you can decline, but that's generally not a good idea). If the buyer sent you an eBay message asking for a cancellation, you can select the Cancel order option from the dropdown next to the transaction in your Orders list. Choose Buyer requested as the reason.
For general questions you can try asking on the discussion boards. Experienced users can offer suggestions.
Or you can use the Help & Contact link at the bottom of the page to request a call back from eBay. Use the "Contact us" link and follow the prompts for your issue and you should eventually wind up on a page with a chat option. Choose that, and the last option that appears in the chat window -- use the "See more" option -- should be "Contact an Agent" to request a call-back if you are in North America.

Go to your shipping labels and click Void in the menu next to the item.
Cancel the order as buyer requested.
You'll need to add a debit/credit card to cover the refund and fee's until the buyers payment is released.
When released, the funds will be sent to your checking account.
