If by drop ship you mean you have an agreement with a wholesaler to deliver products you sell, you do not need a business account on eBay. Your wholesaler probably needs for you to be a registered reseller in your state to not charge you sales tax.
If you mean list items then buy them from amazon, walmart, etc and have then sent to your buyer, that is not allowed.
