Yes, you can. But you cannot do it on mobile, only on a regular computer.

Create new campaign
Promote your listings
Choose your campaign (General is pay when item sells - Priority is pay per click, even with no sale)
Add your listings - Rule Based will include all of your listings and any new listings you might list later when you choose "all inventory" or "all categories".
If you are currently promoting listings individually, you will need to remove those campaigns from those listings. You can do that on the advertising dashboard, just select the campaigns and delete them. It may take a while for that to populate, so delete the individual campaigns and then wait a while before starting the new (inclusive) campaign.
