People bidding and cancelling
In the past 2 weeks ive seen a big increase of people bidding and then claiming they didnt mean to. Is there a way to report these individuals or leave negative feedback?

Here is the eBay Help Page about dealing with unpaid items.
At this time, the only way to avoid having unpaid items is to list as fixed price (Buy It Now) and have Immediate Payment Required.
