Paypal transaction
The seller keeps saying he has not received the payment yet... I have a copy of the receipt and it was processed by PayPal and my bank.
I feel at this point like I am being scammed and the item has not yet arrived.
Please advise.

Mentor2 years ago@oscarboo If the seller doesn't ship then you file a item not received refund request when it's at least a day last the last estimated delivery date. You can start this request from your purchase history.

Is your seller new or returning? It's possible they don't realize that funds are held for new and returning sellers. They should see your payment on their summary page> https://www.ebay.com/sh/fin/summary It will say processing or on hold that is when the seller is required to ship within their stated handling time.
Fund holds are normal for new and returning sellers.
New or infrequent sellers will experience transaction holds while learning best selling practices. This helps sellers become established and build a strong selling history on eBay. New sellers typically experience holds for up to 30 days, although sometimes it may be longer
