Payouts toward purchases
Is there a way to use my payouts to purchase items on ebay directly? In other words, can i make purchases on the site using my payout money without it having to go to my bank or debit card first?

Go to your payment account to see if you can enroll in spendable funds. The feature is not yet available site-wide.
