Payouts blocked
This morning, I checked my selling screen on eBay and noticed that my payouts were blocked. I use express payout to my debit card. The only issue I can think of is that I activated my new debit card yesterday and forgot to update it on eBay. I updated my payment method this morning, but the screen still says the payouts are blocked, and I haven’t received any confirmation that the issue was fixed. Do I need to wait for it to update?
On view full history it says "Blocked due to account info. issue."

You'll have to wait at least 48 hours before you can get a payout. That happens each time you change payout desintations.
I would wait 24 hours to see if it clears. If it doesn't contact Customer Service as follows.

Scroll to the Bottom of the page
1) Click "Contact Us" or the ? then:
In the CHAT WINDOW
2) Type "payments"
3) Type "Agent" in the chat window
4) You may need to click "Something Else" or "More Options" or type "Agent" a few more times
5) Click “Have Us Call You†(or "call us")
-- If you use a call filter on your phone, turn it off temporarily, or it might block the incoming call.
