After opening my account 23+ years ago and selling throughout the years without any problems; why is there an issue now with my Tax Identification Number?

Ebay sellers are required to provide their social security # or TIN in order to receive the payouts delivered to a bank account.

You are required to provide your social security number in two situations:

You are doing something that may be reportable to the IRS or your stateâ€™s tax department; and/or
You are engaged in a financial transaction that is subject to the Customer Identification Program. This is a provision of the USA Patriot Act which requires financial institutions to verify your identity.
