Payouts are on hold

Question

Hello, I currently have a payment on hold despite having updated my bank information multiple times. I currently only have savings accounts, one at a local bank and the other at a credit union hear in Puerto Rico According to eBay's rules, any debit card can be used to receive payments. However, even after correcting the name on the card to match the name on my eBay account, I haven't received the payment. I also tried using my local bank debit card, but that didn't work either. Any help would be greatly appreciated.

Payouts go to a checking account in a brick & mortar bank. If you send payments to a debit card, that is an Express Payment, and there is a $2 charge for that.
