Payouts
I can't get payouts because an old bank is on my account. It won't let me delete it and new until I enter my old banks information. I haven't used that bank in 5 years. I don't know who to talk seeing you can't talk to anyone at eBay

Call the old bank and ask for a copy of your final statement. It is not an unusual request. Banks keep documents available for 7 years for tax purposes.
Or check your own tax records and see if you kept a copy of a statement. (That is where you will find the full account #.)
