Payouts
I don’t get payed until the 3rd week in the month because I’m on ssi - is there a way I can do my payouts on or after the 17th of each month. I probably won’t sell any more items

You are a NEW Seller so that is why you will not get paid for up to 30 days. eBay puts payment holds on new accounts and you can read about it here: Payments on hold | eBay
Make sure your account is set up to receive the payment when it happens: Getting paid for items you've sold | eBay
Are you "threatening" not to sell because of the payment on Hold or did you just want to sell that one item?
