Payout update
The payout bank account on file was closed a couple years ago. I don't know the full bank account number. How can I delete this back account and add a new bank and debit card account?

You need to login to ebay the classic way, and when you get to your my ebay page in the upper left above the first list you may See Hi (your first name) or Account.
Click on that then on Payments (you may be required to verify your self and do a captcha test, but then will be redirected back to the Payments page where you can add a new Cards and Accounts then delete the old one.
