Payout In Payments Not Available

I’m trying to finish setting up my eBay account for selling, but I don’t seem to have access to any seller payout settings.
When I go to Payments, I only see options related to buying. Under “Add cards and accounts,” the only options available are “Checkout” and “Auctions and offers.” There is no option for Payouts, no payout account listed, and I can’t find anywhere to add a checking account or debit card for seller payouts.
I am able to access selling/listing features, and I’ve already tried starting a listing directly through eBay, but that does not prompt me to complete any additional seller registration or payout setup.
I discovered the issue because a third-party listing integration returned an eBay error stating: “There is missing information on your eBay seller account.”
Does this mean my account has not been fully enrolled in eBay’s seller payment/payout system? Is there a way to trigger or complete the seller payout enrollment, or is this something eBay Support needs to enable or fix on the account?

All buyers payments are managed by eBay and sent to your linked checking account. eBay doesn't offer the debit card payout option at first.
You need to create your first listing directly on eBay to get your seller account set up.
Complete these steps in this order.
a) Draft a listing on eBay, click submit or "list it". The system should guide you through setup. ( let me know if you get stuck on this step again and what if any error message you see)
Then follow these steps>
b) Verify/update/complete your Profile Registration: Name, address, phone number, identity information (profile) on your eBay Account: https://accountsettings.ebay.com/profile
-- Use your Street Address, even if you don’t get mail there.
-- Make sure to use your full legal name and that it matches your bank account and government ID ( drivers license etc)
c) And add a Checking Account ( it must be a brick and mortar checking account) and Credit/Debit Card: https://ppcapp.ebay.com/myppc/wallet/list
You will need to provide a SS# or ITIN to receive your payouts.
Please check to see if you have BOTH a Checking account marked for "Used for payouts" and a credit/debit card. One of these (bank account or card) needs to be marked for "Preferred for selling costs" I use a credit card for selling costs so that refunds and other fees don't come from my checking account.
