Payout holds released weeks after delivery — is this normal?

I'm a small seller with 100% positive feedback and 42 items sold, always shipping within 3 days as per my shipping timeline, with tracking on every order. But my payouts keep getting held way longer than expected — for example, current order shipped Sep 9 with delivery estimated by Sep 17, yet the hold shows release only on Oct 18, about 40 days later. This has happened on more than one order despite full compliance. For a small seller, having funds tied up this long makes it hard to reinvest in stock and take on new orders — it slows down growth even when everything on my end is done right. Has anyone else dealt with this, or found a way to get holds reviewed faster?

The payout holds will be lifted on your account once you have met ebay's requirements, which are: You need to complete at least 90 days of selling and reach a specific sales threshold of $250 in total sales, with zero major buyer complaints or disputes. Since most of the items you have up for sale cost less than $10 it may take a while before the hold is lifted.

The HOLD is approximately 31 days from the latest estimated or confirmed delivery. New or low activity Sellers (or some high-priced items) can have their funds held for up to 31 days, read about that here: Transaction holds | eBay
Just keep selling and as your volume increased holds will decrease accordingly.
