Fund holds are normal for new and returning sellers. eBay considers you a returning seller since you had a break in selling of more than 90 days.
New or infrequent sellers will experience transaction holds while learning best selling practices. This helps sellers become established and build a strong selling history on eBay. New sellers can experience holds for up to 31 days.
