Mentor2 years ago@focusm_22 This is volunteer help in the US on eBay.com. I see from your profile that you are located in the Netherlands. I have never heard of "topping up" an eBay account so I am not sure what exactly you mean.
Here's how you can contact eBay customer service in the Netherlands>
Pick a topic on the help page>
https://www.ebay.nl/help/home
Then type a brief comment in the chat box such as trouble making a payment. Then after the bot replies type AGENT.
