The seller should insure packages when they ship for the full amount of the item in case the package is lost or stolen. The Seller should refund the Buyer if the Buyer files a claim through eBay that they did not receive their package. The seller should file a Missing Mail piece with USPS or the carrier they sued, this can sometimes shake things loose and get the package moving. -The Seller should file an insurance claim with the carrier if the carrier declares the item is lost and unrecoverable.
