payment problems with a buyer who claims problems with ebay payments
I have a buyer who claims that their ebay payment is not working and wants to know my name and address to mail me cash or check. This sounds suspicious to me considering that buyer has several feedbacks. Any advice? this seems like a possible scam.

You are correct this is not the way buyer's pay for items. It is a common tactic for buyers who are trying to take advantage of sellers and get their item for free.
Only communicate through eBay messages and tell them it is against eBay policy for you to get paid outside the eBay checkout system (which it is) and you will be glad to cancel the sale. Checks are not an acceptable payment method and cash can only be accepted for local pick up items.
