Payment on hold
eBay sent me four (4) messages telling me my little $44 payment was on hold because they needed some information. I've copied this right from their eMail:
Just provide us with one of the following
- Social Security Number (SSN)
- Individual Tax Identification Number (ITIN)
- Employer Identification Number (EIN)
I am NOT giving them my SS number and I do not have the other two. Four times I told them to just take out the applicable taxes and send me the rest. Any suggestions?

Here is a link to the Help pages for getting paid for what you sell on eBay: Getting paid for items you've sold | eBay
You need to give them your checking account info along with SSN in case you meet the IRS 1099K threshold for sales. If you have funds owed to you and elect not to get signed up to get paid then eventually the funds will be available to you through your state's Escheatment process.
You have the option to sign up to get paid, get your money and then close your account recovering your personal information as explained in this help page: Closing your account | eBay
Account closure is not instantaneous just so you know.

Without your SSN, they can't withhold taxes for you.
There isn't much to do. If you don't provide your SSN, eBay will hold the funds. Eventually, the funds may get turned over to your State's unclaimed funds and you can retrieve it there.
If you aren't going to provide your SSN, I suggest you end the other listing you have now, as you won't be able to sell on eBay.

Eventually the money will be turned over to unclaimed property.
They cannot just take out the tax. It does not work that way.
You do not have to provide your SSN. But, you will not get the funds released if you don't.
