Just curious I'm selling an item and the buyer is trying to buy it but but it tell him the payment is on hold due to seller needs to verify account the buyer sent me the link and it says that the seller has to hVe a Balance of $300-$500 for the payout to l. Is that accurate or is that someone trying to scram me

Yes, that would be a scam - do not open or enter info in any outside link.
You may want to take that listing down until you understand how to sell here.
you won't be able to ship it anywhere for the Priority Mail service or price quoted.
