Payment from eBay short
How do I contact a customer service person? Was paid by eBay but didn’t get full amount how do I contact for help

In addition to the great information @gator08041971 provided
Your "available funds" are a running total, so there may be fees from other listings and sales intermingled. Each payout can cover multiple transactions.
If you click Payout ID here, it will have a complete breakdown of that Payout:
https://www.ebay.com/sh/fin/payouts
From your gross sales (Price + Shipping, if any + Sales Tax), eBay will deduct
Sales Tax (remitted to the state)
Shipping labels
Final Value Fees FVF
Insertion fees (if any)
Promoted listing fees (if any)
Store Fees (if any)
etc.
If you use the App, here is where to find your transactions and payouts
Click the Selling icon
>Payments
>>See all activity
>>>Click the Payout and review the 'related transactions' list
If you copy and paste those numbers here we can help. Is it possible you bought more than 1 shipping label? If so, we can explain how to get a refund.

You may have contacted customer service.
You'll have to speak with Customer Service about fees being waived.
If you listed the item, had bids and ended the listing without selling it, there are fees for that, even if you relist the item.

There is no incoming phone number for buyers or sellers. If you want a call back from eBay Customer Service, here is how to get a call:

Find a page similar to your question
Scroll to the Bottom of the page similar to your question
1) Click "Contact Us" or the ? then select choices until you see
2) Chat with our automated assistant (to the left), click that
In the CHAT WINDOW
3) Type "Agent"
4) Click Your topic
5) You may need to click "Something Else" or "More Options" or type "Agent" a few more times
6) Click “Have Us Call You” (or "Chat with an Agent")

I'm assuming you are referring to either a sale you had and your funds from the sale, or a refund that you received for an item you returned?
We can probably answer your questions directly, if you would like to provide a bit more info.
Was this related to a recent sale of approximately 1400 in the past month?

I did a base check to simulate your costs. Assuming a tax of 6%, I came to about $201 for fees. I don't know what your shipping costs where here, and that may or may not include shipping insurance for 1400 and a signature requirement. And I don't know if you were doing any advertising/promotions of your item, as that is a separate fee.

This should have the sale listed, the fees charged. Then above that the shipping paid and any promotion fees should be listed.

Visit this page and see what all your costs were for the item sale:

This will show all your recent sale transactions. In here, you can see your costs and payouts for selling the item on eBay. There are fees, and shipping costs to factor in with your sale.
In here, you will see what was charged for your fees, and what was charged to ship the item. If you included insurance, etc. But the payout is about what I would expect for a 1400 item with free shipping on here. Meaning its in-line with fees and shipping costs, but I could be wrong.
