I am try to contact someone from ebay directly to accept my payment method. I am on a ship at sea, so phone does not work. why can't i get a email response from ebay?

Mentor9 months ago@qaudipro. You need to pay using eBay checkout. You don't share your payment information with the seller or an eBay agent.
Does the seller ship to Canada? Sometimes sellers are confused if they use the eBay international shipping program and think that all items qualify.
If you share the item number or link to the listing I can check it.
If you are having trouble checking out using eBay checkout you can contact eBay on Social media but they can't take your payment info.
Contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.
