Is there a way to get a item marked as received. I have messaged the buyer and item was delivered. But funds still on hold because eBay does not think it was delivered.

There is no way to manually mark an item as received. Did you send the item using a tracked service? If so and you purchased the label through eBay labels the tracking will update in a day or two, it is not real time.
If you did not purchase the shipping label through eBay labels you need to enter the tracking number manually into the order so you have proof of delivery.
Go to the order and in the drop down menu is the option to add tracking. Once the system updates the status to delivered your payment will be released as scheduled after any hold period you may have.
If you did not send with tracking all you can do is mark the item a shipped on the order, since you do not have proof of delivery your funds will be released, if the buyer does not make a return or refund claim, after the full hold time.
