It depends on the seller. If you buy from a new seller, eBay will hold the payment until after delivery or even up to 30 days. If you buy from an experienced seller, the payment is released in a few days.
It does not matter how long eBay holds the payment - any item that shows the eBay money back guarantee includes protection for 30 days. 30 days after the estimated delivery date for an item not received, 30 days from receipt for an item not as described.
