paying a seller for shipping
I just refunded a seller for his purchase that was delivered late by the USPS but before I could send him a return label, the buyer shipped it on his on dime. How can I send him a second refund using Ebay?.

You can not refund more than the original payment. You can ask the buyer for their email or cell and use zelle or Venmo, if one is agreeable to you both. Or you can send a paper check.
