If a seller requires a payment method in advance for an offer, you may not be able to use an eBay gift card to make the offer. You may need to use a payment source that can handle a reversible payment hold, and gift cards cannot do that, I believe.
Use your eBay gift card for a buy-it-now purchase, or to pay for an auction or offer where the seller does not require a payment method specified in advance.
