    That was the only way you could get around a forced return in the past.  The risk was that you'd probably also take a hit in the price, but many things (like I USED to sell) were appropriate for that as 'fixer-upper' items and not wanting people to expect getting something fully functioning.  That had gotten corrupted also, mainly since ebay machines simply accept all returns.  So, is 'as-is' even a thing anymore?  They could still say INAD right?  They could also still do a chargeback, right?

    "As is" is not a condition option on eBay. "As is" only makes sense in a context where an item can be examined in person and taken away, not online where a seller could potentially describe one thing and ship another.

    "For parts or not working" is a condition option on eBay, but even using that, if a buyer claims the item is "not as described", the seller only really has the option of refunding with a return or refunding without a return. Otherwise the buyer can ask eBay to step in and force a refund.

     

    And, as you say, buyers have the option of a credit card charge-back for up to six months -- or more in some cases.
