Sellers are not obligated to offer a partial refund. They do have to accept the return and issue a full refund if there is a problem with the item.
Why do you want to ask for a partial refund?

OP2 years agoWhen shipping the item he noticed the item was defected so we agreed on a lower price but I had already paid the original price.

OK, that's easy then. You don't need to do anything - the seller can refund from his list of sold items - there is an option next to your order to issue a refund.
