Partial refund only given nowhere on eBay queries to contact them
I ordered a nativity set and assumed the item was no longer available as anlmost immediately they they sent
me a partial refund if $3.90. HOWEVER I paid $34.50 for the item and if no longer available they should have returned all my money. There is nowhere on PayPal to dispute it now because it says payment refunded so doesn’t go to any dispute only to report item which goes to eBay that has no link for insufficient refund or anything like it in their website and no ‘other’ link to dispute this. It seems I have been scammed and they have managed to find a way to bypass both PayPal and eBay Protection systems. Can anyone tell me how to find a direct customer assistance email for eBay as I have tried all the links and each of them keep telling me I have no items waiting (because seller seems to have managed to find a way around me being able to report this). This is the only place that opens something in eBay where I can ask for help. Has anyone else come across this and if so what did you do. I am really getting worried about buying online now as been scammed a few Times which is why I go eBay and PayPal but seems like they managed to get passed these now too.

If you already turned to Paypal to file a dispute, Ebay will no longer help you.
Just FYI, I faced the same dilemma whereby a seller only issued a partial refund. Since I had a legitimate reason for the return under Ebay's Money Back Guarantee, I was able to go back to my Return Request and open a "case" in which Ebay was able to step in and issue the balance of the refund due.
