Partial Refund Not Received
We received an item purchased damaged. Opened a case, Seller offered to replace. Seller did not replace. We proposed a partial refund. Seller agreed and issued an offer through the case, which we accepted. E-Bay closed the case immediately and Seller says it will not let him issue the partial refund. Since E-Bay closed the case we cannot contact them for help. What are the options now?
