Purchase an item for 162.00. Returned it and received 86.96. Seller said I would get full refund. Can't get in touch with an agent.

Some Sellers are eligible to deduct up to 50% of a Buyer's refund if the Buyer returns the item in a different condition than as sent.
If you feel this is in error, go back to your refund request and ask eBay to step in and review your case. There is no need to contact eBay.
