partial payment given, buyer cannot get a label to send back item???
Buyer bought 4 halloween bags. They felt 2 of the 4 were not described correctly and asked for a refund for 2 of them. I gave the refund but now they say they cannot send them back because the label is not available because the case is closed. Is this true?

Yes, it is true. The proper procedure is to refund AFTER the items are returned to you. If you refund first, you are essentially telling the buyer you don't want the items back.
If the buyer is still willing to send them back, you can purchase a label through another source (PirateShip is a popular one used by sellers), save it as a PDF or Word document, and email it to him. You'll need the buyer's email address.
