Partial order received
Packs (10 each) were advertised by seller.
I ordered and paid for 2 packs via PayPal.
One pack arrived. I contacted seller and explained (with a photo) of what I received. Seller keeps telling me he wants the one I received returned and that he will not issue a partial refund (PayPal) for the missing pack. I need the pack I received & more for a project I’m working on. I have tried to reason with the seller about the logic of issuing a partial refund as opposed to trying to return the one I received. Here is the last message I sent him:
Each pack cost $13.60 (item, tax & shipping) $27.20 Total. The $13.60 is the refund amount I’m asking based on receiving only one pack.
This is the last message I sent to the guy after he told me to send the one I received back, for the third time:
“I will not send it back. That would be a ridiculous waste of time and money. I’m trying to work this issue out to both of our advantages. I have never had to leave Negative Feedback in over 1000 transactions and don’t wish to in this case.
I looked you up and it appears you are involved with charitable work donating bicycles. I commend you for that work. I’m assuming you are a reasonable person. Sending the one pack back makes no sense. I need it (even if it’s only one) and to ship it back will cost another $5.15 plus my time and effort. I would think you can see why the partial refund is best for both of us.â€

eBay can not force the seller to refund you for the missing item. They can only make the seller pay return shipping and refund you 100%.
Sorry your item is not as described.
The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request.
Here's what you need to do:
Open a return with the reason doesn't match description or photos. Or missing parts / pieces

4 business days after filing the return request if the seller has not provided a return shipping label or a full refund then ask eBay to step in and help: https://www.ebay.com/help/buying/returns-refunds/ask-ebay-to-step-in?id=4701
Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.
