Paid for a shipping label but didn't receive it
I paid for a shipping label through ebay using PayPal. However, ebay said it was experiencing tehcnical problems and it didn't give me a label or print it. However, ebay still charged me $9.84 for the shipping label. I am seeking a refund for this payment.

Try using your Available funds instead of PayPal to fund the label.
On this page you can cancel a label but before doing that see if you can use the drop down menu and Download the label. If that works just print it again, you can do that 5 times before having to buy a new one.

On that page you can also Cancel a label up to 28 days from purchase and your account will be credited in 21 days or less.
