Of course, UPS wanted to charge you for packing and shipping.
YOU are the person who appeared in the UPS store front with an item to be shipped to your eBay buyer.
If you had chosen to ship the thing by FedEx or by the US Postal Service (USPS), they would also have wanted to charge you for shipping.
Not merely "wanted" -- they would have insisted. Required.
" . . . which I had listed as to be paid by buyer."
In your eBay listing (which I cannot locate to see for myself how you listed the shipping) - - - - -
in your eBay listing, you may very well have shown a dollar amount that your buyer would have to pay for the shipping cost, in addition to the price of the item.
eBay would have required the buyer to pay the price of the item + the shipping cost shown in your listing + any sales tax and/or other delivery charge to the buyer's delivery address.
"The ups person was unable to see how it was paid by the label . . . ."
Naturally. The UPS person "was unable to see how it was paid by the label."
It was not possible for the UPS person "to see how it was paid by the label."
- - - - - - - - Because A Label Was NOT Purchased By Your Buyer !!!
When your buyer paid -- through eBay -- your buyer essentially gave you the money for the shipping price (through eBay).
That money -- the buyer's money -- passed through eBay.
eBay made the buyer's money available to you.
So when YOU are buying the UPS shipping label through eBay. . . . . .
When YOU are paying the UPS shipping price through eBay . . . . . . .
When YOU are paying UPS for the action(s) of shipping the item to your buyer by UPS
- - - - - - - - - - YOU are spending the money that your buyer gave to you.
"I can’t find anything in the ai help to see how it is done."
Try to follow the money:
Your buyer's money (for shipping) goes to eBay.
eBay makes your buyer's money (for shipping) available to you.
You use your buyer's money (for shipping) to purchase the label through eBay.
Soooooo very many questions like this have come along this year.
Is the concept of "If you're flying, I'm buying" obsolete nowadays?

Mentor2 weeks agoBuyers can only pay for shipping when paying for the item. The seller is responsible for packaging costs unless you place the fee in a handling charge. Most buyers will pass by listings with handling charges. So you would have to make the packaging costs part of the item cost on the listing.

Mentor2 weeks ago · EditedYou need to pay for it to be packed and shipped.
The buyer pays the shipping you stated in the listing. That money will be paid to you when you get your payout.
The buyer pays you, you pay UPS.
You should not delay shipping. Add the tracking number to the order if you do not use eBAy shipping labels.
To add tracking to an order you sold on eBay, follow these steps:
Go to the Paid and shipped page in Seller Hub and find your order.
Select the order by checking the box next to it.
From the Dispatch dropdown menu, select Add tracking number.
Enter or edit the tracking number and choose the carrier, then select Save.
The buyer will receive an email with the tracking details automatically.
You can also add tracking via My eBay by going to your Orders, selecting Add tracking number from More actions, entering the details, and submitting.
If you used an eBay shipping label, the tracking number is uploaded automatically.
