Packaged arrived open and empty envelope

Question

I was waiting for some copper rivets for a tool. Belt. I personally received the mail and the package. Envelope was not sealed. The sticky paper was still on and needed to be removed to seal the package I received an empty packet and got charged for it. Think this must be fraud on purpose Sending out packages empty but it looks like.

I received because it says delivered but it was empty I have pictures of the package when I received it in my front yard. Try to contact seller doesn't receive messages. Oh, how perfect.

Go to your purchase history - select return this item. Under reasons select does not match the description, and follow the prompts. In the comments describe the empty envelope received.
