Package turned around
The item I purchased shipped and made it to a shipping hub like 15-20 minutes from me and when I tracked it the day it was supposed to be delivered it was long gone in another state. The item was cheap but the shipping cost almost made up for it. When I try to "report an item that hasn't arrived" the automatic reply is "it might still arrive." I contacted seller with no response. What can I do?

It sounds like your package may have been misrouted. You just need to wait until USPS gets it back on track.
One thing you can do is go to this link:
https://tools.usps.com/go/TrackConfirmAction_input
Enter the tracking # and click Track. On the next page, click the link for Text and Email updates. Select all the updates. Sometimes, this request gets things moving again, but at least you'll be notified each time the package moves.
You cannot open a claim with eBay until the estimated delivery ate shown in your Purchase History has passed.
