There is no need to report this to eBay.
If you go to the Order Details for this transaction, that will show the estimated delivery date to the Buyer. Once it is one day past that date, the Buyer is eligible to open an Item Not Received refund request. Once they do that, it's critical that you enter the tracking number into that request. If you used an eBay label and refund the Buyer from their request, once eBay sees the package has been delivered, eBay will reimburse you.
If tracking is showing the item is still in transit, once you enter that tracking number into their request, eBay should extend the deadline to refund by ten days.
In the meantime, you can go on the USPS site and request tracking updates via text. That is quicker thank filing a missing mail claim.
The key though is to start by looking at the estimated delivery date and if the package shows as still in transit.
